A photo of a page in a shadow is not a scan. The scan tool flattens and crops.

Add pages if it is a multi-page form.
3. Keep colour for IDs, black-and-white for text
Export as PDF.
4. Check the corners are readable before you send
Reshoot if a thumb is in the frame.
If it still fails
- Do not send a scan of a passport to a random 'pdf converter' site.
